If you aren't required to have your vehicle emissions tested, or if there's no visual inspection to verify everything complies with the state's regs (like they do in California <img src="/forums/images/graemlins/angry.gif" alt="" />), then you might be able to swap out the canister system you have with one of the under-the-hood design. I'm not sure how difficult it would be - there might be a sensor or two tied to it. But a poke around a bone-yard Sporty might give you an idea of what's required, if it seems worth the trouble...
