I did not go through the fender well because it looked like part of cover is riveted to the wheel well and could not easily remove the clips holding the wheel well in place. What's the trick for removing the buggers?

Removing the fender isn't' that hard. One screw behind the door (also a pin but just pull the fender toward front of truck to clear once unbolted), 2 screws underneath, 5ish in the engine compartment, 3 behind the marker light.
