Whether it's an HID or a high powered halogen really doesn't make a difference - what controls the amount of blinding that you're doing to oncoming traffic is the quality of the headlamp lens and reflector design, specifically the low beam cut-off. The vast majority of older US market vehicles, Monteros included, have headlights that don't adequately prevent enough glare when on the low beam setting to allow anything other than stock bulb power levels. Newer vehicles with factory HID systems have headlamps with much better beam cut-offs.
