Hi need a little help with timing marks

Hi I just replaced my water pump on my 3.0 24 valve motor. I lined up the cam timing points with the mark on balancer showing T on gauge attached to main bracket. Put everything back together and no start. Tore everything back apart and found the timing mark on crank shaft timing plate (the one behind crank pully ) was off mark that all manuals show as timing mark. So now I take belt off and move crank to match timing mark with one on block. Now when I put balancer back on the mark on balancer is now off to the right about an inch or so on gauge that has T on it. Next question is on this motor what cylinder is the TDC cylinder. Thank you for any help
