It's usually the landowners allowing it to take place, and often directly involved. You guys out west really don't understand how things are here. As people who are such pro property rights, I sure do see a lot of crying about what people are doing or allowing on their own land.

Imagine if someone came on YOUR property, and told YOU that you were doing sometime wrong, and not treating your trails/hills/etc the wrong way. If I want to rock race or hill climb on my own property......
