Probably true on the 2nd part to a point... Americans as a whole have given Diesel engines a bad rap for everything from them having excessive smoke to too much noise to them running too rough... Pretty sure California didn't have much influence on that.

California only cares about how clean they burn and VW among other manufacturers seemed to have licked that issue long, long ago.
