Need a Spot

Trying to upgrade bulbs in dim headlights (2002) after cleaning the front lens. Stuck getting the plug off the back of the bulb. Manual says pull it off but is there a clip- its not moving? I can tell I'm pulling against the retaining spring wire (the next step inside the rubber boot)
