YP a local rubber and gasket supply store. Go buy a sheet of gasoline compatible rubber sheet gasket compound. Cut a strip just wider than the clamp band and wrap it around the pump to take up the slack. Forget the rubber dooly on the bottom... Not responsible for advice not taken...
