Also, the hubs aren't steel, just the hardware to rust. Could have them re-anodized, too.

Is that right? In that case I'll just clean them up a bit more using a smaller wire wheel since there were some areas we couldn't reach with the wire wheel on the bench grinder we were using.

I just clean mine with Scrubbing Bubbles to degrease them and spray them with Krylon in gloss black to match my wheels. It would be nice if I had a steady hand to paint the indicator arrows and lettering white, though, so I don't have to squint at them to see whether they are locked or not.
