Timing is correct for both heads. I am getting ready to dive into the timing cover today to look at the crank again.
I did not have to hold my cam sprockets on the passenger side when installing the timing belt. This leads me to think I swapped my cam shafts. That would explain why timing is correct on the belt but it won't run.

My hunch was correct. The Exhaust cam and Intake cam were swapped. After swapping them and putting the Montero back together she fired right up. Just one issue with the Alternator but it is back on the road.
Overall it cost me about $250 to fix this problem. Not bad!
