Pulled off the fuel return line, and there is no fuel in the line. I pulled the Fuel Pressure Regulator off don't know if there is a way to test it. I have fuel to the rail. Think I'm going to put a test port in to test the fuel PSI

No fuel in the return? Then there's either insufficient volume delivered to build pressure in the line (leaning out the cylinders), or there's way too much pressure because the FPR is blocked. I vote for no. 1.
When the exhaust is lean, it smells acrid, eye burning stuff, due to the high NOx emissions caused by lean out. When it's rich, it has a gasoline smell.
Likely causes of lean out are fuel pump or pickup, water in the fuel (did you fill up after the wheeling trip at a non-high traffic gas station? - likely source of water in the fuel, as is deep water wheeling), fuel filter, fuel lines, low voltage to the injectors.

The problem is not the pump. That's were I stated. I replaced the fuel pump last year with a bosch fuel pump that had a lifetime warranty. Didn't drop the tank just went in the hatch under the carpet. Also ran new steel fuel line up to the engine when I broke the old line replacing the fuel filter. So when this stated I thought ok the new fuel pumped went, because I didn't clean the tank out. Got a new pump and sock, dropped the tank had a shop clean and seal it, and put a new fuel fuel filter in.
I ran the new pump in to a quart bottle and it filled it in a few seconds.
I pulled the FPR off tonight and order a new one off rock auto.

I also have an FSM for "powertrain diagnostics" for 89...

new parts can die, too. It's also possible the pump is blowing sufficient volume, but won't build pressure due to internal clearances too wide. I'd cut into the tank>engine line and tee in a pressure gauge. Crimp off the return line and see if the engine runs better, but watch the gauge so you don't blow up a line deadheading the pump.

Got a fuel pressure gauge from harbor freight. Not a bad gauge for 20 buck. Well it seems my "brand new" bosch fuel pump is only putting out 10PSI. Glad I spent more for the bosch name <img src="/forums/images/graemlins/rolleyes.gif" alt="" /> well back to advance for the "lifetime warranty"
