It is normal for the fuel pump to run for about 1sec when you turn the key on to counter any sitting leak down. It also runs in key start, and in key on when the ecu sees spark signal.

If it leaks at key on, you have a leak in the pressure line at the tank. Remove the rear carpet and pull the cover in the steel floor over the fuel tank pump/gauge sender plate and inspect while cranking. Have a fire extinguisher handy...
