The heater plate isn't an emissions control device, it's for improved driveability in colder temperatures. CA might not make that distinction though, so you might end up having to keep in intact.

Yes, looping the hoses together to bypass the TB heater would be the way to do it, if you can get away with it.

I think we strayed a bit from topic.

Keep your H2o if it still works.
I'd go ahead and replace ICS,,,can't hardly believe you still have an original.
I've never had icing. I live at 1000 ft. el. Never iced on me up in The Sierra. Had an Opel Manta with Weber carb. In wet / frozen Ohio. Man, that thing formed an iceburge in the throat untill I invented a heated airfilter box.

I dont understand the no heat plate deal ...I cant see where it would help to unhook it ... I have delt with icing up here at 6300ft on the AZ Highlands ...

Can you even buy a new '89' ICS..? ... I keep getting 90 ICS's on up in the box <img src="/forums/images/graemlins/confused.gif" alt="" /> ...I just reman the OEM three screw ICS...

Alright I made pattern and gasket material. Notice the way the heating unit has the grooves somewhat matching some of the openings on the throttle body.

What about those 3 smaller holes on the edge of the throttle body?

I made a pattern from which to cut the gasket material:

Do I make an opening on the gasket for heat from the heating unit to make contact with air passing through those holes?

Folks, do I NEED to make holes in the gasket to accommodate those 3 small holes? Yes or no.

I'm not sure if you NEED the holes or not. But from every image I've researched on 1989 Dodge Raider 3.0L Throttle Body Gasket, those three holes do not appear.
