After contacting California Rep. Rob Bonta's office, the California Bureau of Automotive Repair concluded that the heating plate is not a smog part. On 07/17/15 Wesley Roddy, wesley.roddy@dca.ca.gov, the Bureau of Automotive repair confirmed that the heating plate is not a smog compliance part because it cannot be located in any of the BAR's emission guidebooks.

On a related note, Fel-Pro 60814, throttle body gasket (not the gasket for the heating plate) is no longer available in the United States. The Wrench Monkey in Canada has them. Do the members of the club want me to order a bunch for the club? They sell for $1.80 CAD, and ship for $9.95. That way we can save on shipping. Please advise.
