The fan clutch should spin relatively freely when cold so as to not consume engine horsepower, then lock up (not completely locked but it should have strong resistance to turning) when it's hot in order to pull air through the radiator. If it's not doing both of those properly then it needs to be replaced. It's also important that your fan shroud be intact and correctly installed so the fan can pull air from across the entire radiator.
