There are two point to check.

1 - Under My Stuff, Edit Preferences, scroll down to the Line: "By default should anything added to your Watch Lists be emailed to you?" Select Yes or No

2 - Under My Stuff, Watch Lists, Click "Edit your watched forums" There is a drop-down menu for Email Notification. It may say Never. You can change it to your desired notification frequency.

When you select select to Add Forum To Watched Lists, the default selection is Never.

Under the My Stuff, Watch Lists, your Watch selections for Forums, Topics, or Users are displayed.
