1990 LWB Montero

I turn the wipers on, the wipers go all the way to the end of their up swing and get stuck! The motor can be heard working, but will not go back down. If I push the wiper blades to about halfway they will start going down and return back up and get stuck again.

On a side note, the washer pump also does not work. The pump can be heard, but no fluid comes out or leaves the reservoir.

Mostly concerned with just getting the wipers to work again, I do not use the fluid to often and can live without it.

Any help is appreciated!

(I did search here and on other sites, but could not find anyone experiencing the same problems. Thought I'd post in case it is an easy fix.)
