That's pretty much how I've done it in the past:
Run a flat-bottom 12 X 1.75 tap thru both Head Bolt and Crankshaft Bearing Cap holes, swiveling the block surface down, douching holes with Brake Cleaner, then blow out with compressed air. And it wouldn't be complete without me running a die over the bolt threads either. I haven't ever replaced Head Bolts.

Moly-B is the anti-seize product I've used. On Spark Plug threads too.
In your folk's estimation, is Molybdenum Disulfide Grease equal to the dedicated anti-seize products out there?
