Find another diesel shop, it takes no special tools to get a little more power out of these engines it sounds like they just don't want to mess with it. It's basically the same as 4BT and 6BT Cummins just in a smaller size. Most are very easy and can be done at home. Do a google search on it, there is lots of info.
