Welcome! Make sure to use the search, I am sure there is a lot of info on 2nd gen Rodeos and tires size.
About the lift - you have a lot of options available any where from a 1" lift to about a 3.5" lift. I have a 2" suspension lift and a 1" body lift with 31" tires on my daily driven 98 Rodeo. My wife actually likes it better now than stock.
As stated before check your rim size, then decide on tires.
As for the comment about shocks, I would stay away from Procomp ES3000, ES9000, and Rancho RS5000 for the rear, they are way to stiff and you will not be happy with the highway ride, however, these do work well for the front. If you pick your parts correctly for a mild lift it can actually give you a better ride because the stock shocks in front are a little to soft, and the springs in the rear are a little soft.
