Yep,
If you pull on the belt BEFORE the anchor, it snaps back.

One could try cotton or weather-proof wax, but that attracts/collects dirt. (stuff is in tube, heat up with hair dryer to melt on belt).

Or, perhaps examining the anchor to remove enough plastic and adhere a small sheet of that white nylon used to slide wood on saw/rip fences.

Its doubtful the belts in the T100 have any kind of locking system associated with the airbags like newer vehicles. Instead, there is a pendulum ratchet system- lean forward and hit the breaks, the belt will lock. Or pull really fast on the belt (while moving or not) and it will lock. Annoys the heck out of me if I have to remove belt to reach and open/close glove box.
