In a nutshell, winch rope is lightweight and easy to handle and spool onto the winch drum, and when it breaks, drops to the ground without whiplashing like cable can. Cable, or wire rope, is heavy, retains memory of being tightly wound, and ends up with sharp edges after minimal use.
