The fuel pump has a rubber diaphragm. A arm gets rocked back and forth inside the engine and moves the rubber up and down to pump the fuel to the carb. On the bottom of the housing is a weap hole that lets you know when the rubber is torn. It would be time to replace the fuel pump.
