Until you find a cure, you can roll them up using this method: Take your door panels off. Unplug the window motor. The plug will have two contacts. Hook +12v to one and ground the other and the window will move either up or down (assuming that the problem is not the motor, which I doubt it is). Reverse the polarity and the window will move the other direction.

On my 86 4Runner, the relay box is somewhere up under the dash on the driver's side. Also, I believe that there is acutally a circuit breaker (rather than a fuse) for the power windows. That is located behind the driver's side kick panel. You'll see the fuse box, the circuit breakers are attached to the box. The box cover should be labeled to tell you what's what. I'd check that first.
