Some thoughts:

1. If I remember correctly a '93 YJ does not have a "true neutral", even when the xfer case is in "N". Plus there are some issues with the xfer case properly oiling when flat towing.

2. Brakes, yes you will need brakes to be hooked up. In most jurisdictions it is required for trailers or towed vehicles over 1500 lbs.

3. For more info on both tow bars and brakes for the towed vehicle check out Blue Ox Products. http://www.aemfg.com/ They have a reputation as one of the best in the business. They are not cheap.

4. Be very careful when towing vehicle and towed vehicle's weights are close. It is not recommended.
