I don't see why it wouldn't be able to tow that truck and then some. Lesse here:

Trailer for 4Runner is less than 1500 pounds, that leaves 3500.

4Runner is most probably less than 3500 pounds.

Assuming the Trooper is in good shape; brakes, tranny, etc and you have a class IV hitch, you should be good to go.
