Your front torsion bars may just need adjusting. They sag over time and you loose height. Here is a tech article on adjusting them http://www.off-road.com/toyota/tech/torsion/index.htm

Sorry, I can't remember how many leafs I had stock. If you don't want to raise the front but would rather lower the rear to match the front, you can remove a leaf.
