This might be to late.. But you shouldn't need to 'cut' any wires. I'm sure most the toyota's are the same. On my Dad's '01 Runner and his new Sequoia there is a box which is about the size of a pack of cigerettes (From memory) which you can just unplug. The box is located in the engine compartment on the drivers side inner quarter pannel towards the front. What we've had to do is move the batter (slide it) in order to reach this item. The box will sort of look like a small amplifier with maybe 7 heat sync's on it. For each of his vehicles we just unplugged this and the DRL's are disabled.

I am sorry have a '97 4runner otherwise I would try and get teh measurements of this little device..

Hope this is able to help anyone else if you have already decided to 'cut' wires..

Edit to above information 1/12/04 I spoke to dad and how he described it there are two wires that come off the battery to an automotive electrical plug by the fender. On his sequioa he disconnected this to disable the DRL's the 4runner was VERY similiar. If someone needs a picture of this feel free to email me at thumpper_73@yahoo.com
