Apparently, not all 2001 4Runners are the same. My '01 definitely does not have the plug that you are referring to. Unfortunately, I had to cut the wire to the relay assembly under the dash. This works, but causes the high-beam indicator on the dash to flicker intermittently, which is annoying.

I wish my runner had this plug, it would have been so much simpler.
