You are on the right track there. It has to do with the light refraction. Fog light you do want low to minimize glare. I'm sure you have seen light shine through a prizm and create a rainbow effect on a wall. Fog is similar in the fact that water is made up of a bunch of these guys all around ya. If ya have 'em high they will be kissin your eyeballs <img src="/forums/images/graemlins/lol.gif" alt="" /> The good old standby of an amber light low on the bumper is a keeper.
