Well, usually an IAC valve has a pintle on a small motor shaft that controls the amount of bypass air which controls the idle. I suspect if you pulled it out completely and allowed uncontrolled bypass air the engine wouldn't idle and might run at high RPM. Given that I don't think you could just join the hoses together.
