Ok so my friend has a 96 jeep cherokee and wants to know wtf something is. It is behind the front bumper on the passenger side and is bolted to the bumper right by the horn. It looks like a pill, its about a 10" long cylinder about 3.5" in diameter made of black plastic. A wire runs from it to something in the engine bay on the front passenger side, and from there a cable runs to the throtle. And he commisioned me to find out what it is so I come to you guys. Any ideas?

It's a vacuum storage for the engine.

that is the vacuum tank for the cruise control. so if you don't want to use the cruise control you don't need that tank.

There are other things that need a vacuum reserve besides the cruise control. The heat/AC controls work when the car is off, and I believe they are vacuum operated, based on the noise I hear when I change from heat to vent to defrost. It is possible that they have their own reserve tank though.

Didn't they quit using vacuum for hub locking a long time ago?
I was looking in my 97 cherokee shop manual. It looks like that vacuum resivor is pretty much for all the vacuum gizmos. It needs it because when the engine is at heavy loads, vacuum drops to almost nothing. so you need a temporary reserve. I moved mine a little bit when I put on an ARB bumper. It's still mounted inside the new bumper though. Move it anywhere you want

if your cruise control doesn't work and you don't plan on fixing it then get a vacuum tank out of a cherokee without cruise, they are round and smaller and easy to relocate. on older cherokees the ones with the np242 transfer case didn't have the vacuum disco. axle and the ones with the np231 did. this has been my finding after crawling around a bunch of them at the junkyard and the ones that i have worked on, but i use this as a guideline i don't know for sure if all of them were like that.
