Before you run off to buy parts, crouch down under the front of the toyota and try to spin the axle shaft on both sides. It's got a big rubber boot around both ends of it, and comes out of the back of the center of the wheel. Both sides should spin freely, since they SHOULD be disconnected from the wheels by the locking hubs... if they won't spin, your front hubs are sticking in 4WD.
