I would examine very carefully all wiring between the fusible link and the downstream fuse panels for damaged insulation and check the back side of fuse panel itself for any damage or foreign objects. Also recheck everything you've added electrically to make sure there are no unfused connections that pull current through the fusible link.

If there was an intermittent short in your brake light circuit, or heater fan for example, it would pop the smaller downstream fuse and not the fusible link.

A short that can pop the fusible link has to be a potential fire concern.
