I had to totally strip my rims and then re-coat them when I purchased them from the salvage yard.

This (or similar)is the best thing to use, but use care, it is quite caustic and will burn on contact:

Aircraft stripper is very effective, but DANGEROUS <img src="/forums/images/graemlins/shocked.gif" alt="" /> - used in a well-ventilated area and wear coveralls and gloves - DO NOT get on your skin. If you do, rinse with copious amounts of water.
