That one at the front of the engine is the a/c idle up. Mine blew last summer but shot the idle up not down. It also did not produce a code on the OBD. In the process of figuring it out someone suggested I rap on the IAC gently to see if that affected idle at all on the premise that it can stick and a bit of tapping can be all it takes to free it up. It may have been a partial culprit but turned out to be ok. Have you tried that, and did it produce any effect?

What did you determine the line to the blue thingy to be?
