That sounds like perfectly normal operation. I suspect you were adjusting the dashpot - little screw on a hinged piece attached to a 1.5 - 2" black cylinder - basically keeps the throttle from closing completely to allow excess exhaust gas to recirculate just after startup, and doesn't do much after you reach normal rpm which is between 650 & 750.
