Air tools. My 99' is the same way, have to take off the rock guards to get to the filter... well at least to take it out without making a complete mess. You can go through the drivers side front wheel well with a filter wrench and a couple of long socket extensions.

Has anyone found something that fits under the filter and catches all of the oil when you unscrew the filter? I'm tired of trying my best to keep it clean but alway spilling a little oil no matter how careful I am.

When I change my filter it takes 6 quarts to bring it back to the full mark on the dipstick (1999 v6).

I just lay on my back behind the passenger front wheel and reach up and can get it off faily easily. I put a rag under it before I take it off and also have a rag in my hand to get the filter with. The rags get dirty but the truck stays clean.

Manual says 6.5 quarts w/ filter but I always end up using 6 and 1/2.

Oh yes, and I've found ways to snake my hand around the filter, but I wouldn't worry about where oil hits. Just get a can of brake clean and spray anywhere you see oil.
