As to the legal aspect, I don't know. I know alot of people that remove the drivers airbag on Camaro's and put aftermarket steering wheels on. It is no big chore as long as the battery is disconnected and enough time has been left to bleed any other power off. The only problem is the airbag light stays on all the time. Hence removeing the bulb.
