Lockup depends on 2 things. The solenoid and the hydraulic circuit providing fluid. Each tranny is different, but I think in 'D', it will lock up only in 3rd & 4th even if the solenoid is engaged. You have to shift it down to '3' or '2' for the hydraulic circuit to provide the fluid needed for lockup in 2nd. It's possible that it won't lockup at all in 1st.

I'm not entirely sure how this tranny works. Figured I'd just wire it up and see. With this low of gearing though, there will still be plenty of engine braking on descents even if the TC isn't locking up so I'm not too concerned about making it work in all gears.
