Power steering fluid question

Getting the Wheeling Fever

My power steering reservoir is all wet on the outside.
I checked the gauge, engine off, and the fluid was 1cm over the "MAX" line.
Is it the right way to check or should I have the engine running?
Is it possible the wetness is caused by the "overdose" of fluid? Should I pump out some?
