Getting the Wheeling Fever

I have a 99 TJ. Nothing but a 2" lift and larger tires. Do all TJ's get blown around on the highway by winds. I know they're light; is this just normal? It handles great on the road, just gets moved around a lot by wind. Thanks for any suggestions and answers.
