I think it was added as a noise reducer, encase the springs in a rubber-lined box then clamp the whole thing with the spring plates and u-bolts. If you remove it, you will have a fairly large gap between the springs and the u-bolts so there is a risk of some of the leaves shifting and twisting, especially if used off-road.

If you were to grind notches into the side of the perches to allow the u-bolts to fit tight to the springs, or just leave the box around the leaves, then it would be OK.
