you know how they hook cars/trucks to flat bed tow trucks?

they have two hooks on chains, the hooks latch around the rear axle. then they hook another hook attached to the winch on the truck to the front axle and winch it forward.

could you do this with the hooks and maybe a come-along or buy a cheapy winch from harbor freight?? it must be strong becaue those tow truck guys fly and i have never heard of a car/truck coming off of one.
