Yes, higher ratios would be more locker like. You wouldn't want more than about 2.5:1 on a front wheel drive car because it would cause too much of the torque to be on the inside wheel in a turn. You can go higher in the front of a 4 wheel drive vehicle since not all of the torque is on the front wheels. For a 4WD vehicle, a T1 would have a slight edge off road where you have off camber situations. The T2 would have a very slight edge in higher speed slippery pavement situations. But both would be very close.
