Take the TPS off the throttle body and clean all the chit outta the return spring on the backside. Spray it with Electrical parts cleaner or brake cleaner while holding it with the spring side down to help prevent contaminating the innards. Blow the spring with compressed or and give it a few snaps with your fingers to make sure its returning to the closed position. If this isnt the problem then you need to disconnect your throttle cable from the T-body and inspect the cable itself for any fraying that may be causing it to hang up in the sleeve. Hope this isnt the case...when I replaced the cable on the 88' I had to get the part from Toyota to the tune of just under $70.
