Even though I have a 3rd gen and you have a 2nd gen, I can relate to talking to Bilstein to ask them about availability of their shocks for lifted vehicles. Their official position is they only make shocks for stock height vehicles. They were surprisingly insistent about that when I talked to them. If you do a search on this forum or on the 4wheeling forum, you might be able to find the model number of shocks that other people are using. There's probably several brands of shocks that work with lifts, too.
