how much suspension lift am i going to need?

That depends on how much you are willing to trim the fenders and more importantly, the crossover steering question that you asked below.

how far forward am i going to need to move the axle?

Once again, that will depend on how much sheetmetal you are willing to remove and if you are willing to "tub" the back of the front fenderwells. Most people move the axle forward for firewall clearance but run into problems with the tie rod contacting the drag link, so keep this in mind when you are mounting up your IFS steering box for crossover steering.

what springs will give the correct amount of lift and axle placement?

I would consider running 2" Old Man Emu springs or a combination of stock Wrangler or Wagoneer springs in front and longer Chevy or Madza leaves in the rear. Another option would be to run rear springs in front , since they will not provide much lift but move the axle forward.

with that amount of lift, will i be able to run hysteer?

Plan on at least 2 inches of spring lift (or combined spring/sping hanger lift if you used a dropped spring hanger and longer shackles) in order to fit crossover steering.
