Could be the tensioner is hanging up, or is partially restricted at the oil port. Could be an oil pump bolt is out of its proper place and preventing full extension of the shaft. With the exception of the uphill occurances it almost sounds normal. What oil are you running? How about oil filter? If you dont have a filter with anti-drainback valve (and even if you do these days) the filter must fill with oil before the tensioner or topend sees any lube.
