What I think you're envisioning is an Isuzu offroading Wiki (google wikipedia and wiki), a central knowledge database and link farm to steer people in the right place.

Also check out www.everything2.com. That system is nice.

No need for special html, javascript, css, php+sql systems- just make it all like this in default no-pretty-crap pages:

Not difficult to make, easy on many different browsers/resolutions/systems.

I'm also working on a php CMS that preserves the look and feel of that sort of page and the default cgi listing for non index filed pages (www.muzzleflash.org/amigo is friend's page off the top of my head using such a directory).
